CME works with families across Central and Eastern Washington to connect children and caregivers with early learning opportunities, family-centered activities, and practical support. Whether you are preparing a three-year-old for school, looking for ways to spark early learning at home, or sorting out the next step in a complex system, CME helps connect you to programs built around children, caregivers, and the communities they call home so you can focus on what matters most: your family.
Community-Minded ECEAP
Free, High-quality Preschool
Give your child a strong start with Community-Minded ECEAP!
ECEAP, which is short for Early Childhood Education & Assistance Program, is Washington state’s free preschool program. Funded by the Washington State Department of Children, Youth, and Families, ECEAP helps children between 3 and 5 years of age get ready for kindergarten by supporting early learning, health, and family needs, especially for families who could use a little extra support.
Operating Monday-Thursday, Community-Minded ECEAP has two classrooms located on Spokane’s upper South Hill.

How is ECEAP different from regular daycare?
While daycare provides care, ECEAP helps children between 3 and 5 years old get ready for kindergarten through learning, play, & social skills. ECEAP also supports families with developmental screenings, health, nutrition, & connections to local resources.
Who Qualifies for ECEAP?
ECEAP is for children who are between 3 or 5 years old and whose families meet certain income or life-circumstance guidelines. Many families qualify based on income, including families earning up to 36 percent of the state median income, or up to 100 percent for Tribal families. Children may also qualify if they receive special education services, have an Individualized Education Plan (IEP), are currently experiencing homelessness, or have previously participated in programs like Head Start, Early ECEAP, ESIT, or ECLIPSE.

Families can apply for ECEAP at any time. We accept applications year round!

In our Kaleidoscope model playgroups, families engage in their child’s development and connect with other families, promoting healthy social-emotional skills. Children and caregivers explore together through games, stories, and hands-on activities. Held weekly at community locations in Spokane and Pasco.
We currently offer four Play and Learn groups across Spokane and Pasco. Some groups are hosted in partnership with Isabella House and Rising Strong and are designed specifically for families enrolled in those programs. Our Columbia Basin Play and Learn group is open to the public, welcoming families from the broader community to participate and connect.

Early Refugee School Impact Program
Supporting Refugee & Immigrant Families
CME’s Early Refugee School Impact program supports refugee and immigrant families with children ages 0–5 who have been in the U.S. for less than five years and meet eligibility through the Office of Refugee Resettlement (ORR). Through guided group activities, one-on-one family navigation, and practical resources, the program helps children as they take key steps toward school readiness and success.
RSI helps children build early learning and social skills while supporting caregivers with tools to for healthy development at home and in the community.

Group-based early learning activities
Children and caregivers participate in fun, guided activities that support school readiness and social development.

A trained Navigator helps each family understand their options and make a plan that fits their goals.
Preschool & child care enrollment help
Support with finding and enrolling in programs like ECEAP, Head Start, or licensed child care.
Developmental screenings (ASQ)
Tools that help families check on their child’s development and identify any areas needing extra support.
Referrals to other services
Connection to resources like housing, food, health care, English classes, and job support based on each family’s needs.
